Create the final document before compression
If the portal requires one PDF, merge the required documents in the correct order first. Compression should usually happen after the final page set is complete so you are not repeatedly recompressing individual files.
Remove pages that are not requested. A shorter document can meet a size limit without reducing image quality as much.
Compress with readability as the priority
Use a moderate compression setting and check small resume text, certificate numbers, signatures, QR codes and official stamps. These details are more important than achieving the smallest possible output.
